Article 1
The College of Engineering of National Taiwan University (hereinafter referred to as “the College”) hereby establishes these Guidelines to ensure excellence in faculty recruitment and to align faculty expertise with the College’s developmental needs, thereby facilitating the achievement of the University's goal of becoming a world-class institution.
Article 2
Each department and graduate institute within the College shall formulate a medium- and long-term faculty recruitment plan based on anticipated faculty vacancies, sources of faculty candidates, expected appointment dates, and desired areas of specialization. Such plans shall be reviewed periodically.
Article 3
For the appointment of new full-time faculty members, each hiring unit shall establish a New Faculty Search Committee (hereinafter referred to as “the Committee”) to conduct the faculty selection process. Upon completion of the selection process, the Committee shall recommend qualified candidates to the Faculty Evaluation Committee of the hiring unit.
Article 4
The Committee shall consist of at least five faculty members at the rank of Associate Professor or above, nominated by the hiring unit’s Faculty Evaluation Committee and appointed by the Dean. The number of committee members nominated by the hiring unit shall exceed the number appointed by the Dean by one. However, if the hiring unit does not have a sufficient number of Associate Professors or above, this restriction shall not apply.
Faculty members appointed by the Dean may be from either within or outside the hiring unit, but all such appointees must qualify for exemption from faculty evaluation under the University's Faculty Evaluation Guidelines.
Article 5
In principle, at least six months before the proposed starting date of a new full-time faculty appointment, the Committee shall submit the recruitment announcement and recruitment methods to the Dean for approval and publicly advertise the position in appropriate and reputable domestic or international newspapers, journals, or websites. Applications received shall be forwarded by the department or institute to the Committee for review and selection.
The recruitment period shall be no less than two months. Exceptions may be made in special circumstances upon recognition by the Committee and approval by the Dean.
The Committee should normally commence the selection process only after receiving applications from at least three candidates. If, due to special circumstances, fewer than three candidates apply, the selection process may proceed only with the approval of the Dean of Academic Affairs and the Chairperson of the University Faculty Evaluation Committee.
Article 6
A candidate whose highest academic degree was awarded by National Taiwan University and who, after graduation, has not engaged in teaching- or research-related work at an institution other than the University for at least two years shall generally not be considered for appointment.
However, this restriction may be waived for candidates possessing special expertise or outstanding achievements as recognized by the Committee.
Article 7
Each hiring unit shall establish regulations governing the organization and operation of its Committee in accordance with these Guidelines.
Article 8
These Guidelines shall take effect upon approval by the College Affairs Meeting and the University Administrative Meeting and shall be implemented from the date of promulgation.
